Parking Owl?

Every now and then you run across an image that begs to be immortalized in a photo. This guardian of Handicapped Parking was shot with the Fujifilm FinePix REAL 3D W3 camera at f8, 1/420 and ISO 200, in the Winn Dixie parking lot in Chalmette, Louisiana. This plastic owl was one of several similarly mounted and sprinkled throughout the parking lot in front of the store. I have no idea why, presumably to scare something or someone away?
